To be authorized to work in Canada under one of the following programs, the foreign national must have a work permit or authorization to work without a permit.

Temporary Foreign Worker Program (TFWP)

Employers must obtain a Labor Market Impact Assessment (LMIA) in order to hire foreign workers to address temporary labor and skills shortages. The LMIA allows you to verify whether the need for a temporary worker exists and whether there are no Canadians or permanent residents of Canada available to do the work in question.

International Mobility Program (PMI)

  • PMI allows employers to hire temporary workers without an LMIA.

  • PMI also allows certain foreigners to work without a work permit when they are eligible to do so under the Immigration and Refugee Protection Regulations.
